American Indian Special Emphasis Grant Request for Proposals

The American Indian Special Emphasis Grant program is funded by an appropriation from the Minnesota State Legislature. A new request for proposals (RFP) for the next grant cycle was released on Dec. 15, 2023:

The purposes of the program are to: 

(1) Plan and develop programs targeted to address continuing and persistent health disparities of Minnesota's American Indian population and to improve American Indian health outcomes based on needs identified by health indicators and identified disparities.

(2) Identify disparities in American Indian health arising from cumulative and historical discrimination.

(3) Plan and develop community-based solutions with a multisector approach to addressing identified disparities in American Indian health. 

Proposals may focus on addressing health equity issues specific to tribal and urban American Indian communities; addressing the health impact of historical trauma; reducing health disparities experienced by American Indian communities; and incorporating a multisector approach to addressing identified disparities.

Important dates

  • Dec. 15, 2023: Request for proposals (RFP) released 
  • Jan. 10, 2024: Listening session #1, at 1 p.m. (optional)
  • Jan. 18, 2024: Listening session #2, at 10 a.m. (optional)
  • Jan. 24, 2024: Questions due no later than 4:30 p.m. Central Time (optional) (NOTE: the question submission deadline has been extended)
  • Jan. 31, 2024: Applications due no later than 4:30 p.m. Central Time (NOTE: the application deadline has been extended)
  • April 1, 2024: Anticipated start date of grants (NOTE: the anticipated start date of grants has been extended)

Listening session

Two listening sessions for potential applicants will be held  at 1 p.m. Wednesday, Jan. 10, 2024, and at 10 a.m. Thursday, Jan. 18, 2024. 

Each listening session will cover the same information. Both listening sessions can be accessed through this Teams link: Special Emphasis Grant Listening Sessions, Meeting ID: 284 509 575 016 and Passcode: KXGEoe.

Questions and answers

Questions may be submitted by email to: health.oaih@state.mn.us.

Questions must be submitted no later than 4:30 p.m. Central Time, Wednesday, Jan. 24, 2024. 

The last set of answers to questions will be posted on Jan. 29, 2024. To ensure all applicants have access to the same information, questions submitted after Jan. 24, 2024, will neither be answered nor posted to the website.

RFP questions and answers will be posted on the RFP Questions and Answers webpage about once a week, from Jan. 12 to 29, 2024.
