Request for Proposals
Quit Partner™ Ambassadors

The Minnesota Department of Health seeks proposals from community organizations to engage community members and increase knowledge of Quit PartnerTM programs. The goal of this work is to increase knowledge and reach of Quit Partner programs and ultimately reduce commercial tobacco use rates among adults in Minnesota.

Commercial tobacco products are tobacco products manufactured and sold by the tobacco industry, like cigarettes, e-cigarettes, cigars, and chew. Commercial tobacco is different from traditional or sacred tobacco, also known as Caŋsasa, Asemaa, or Kinnikinnick, and which are used by American Indian communities for sacred purposes.

Notice of intent

Applicants are encouraged to submit an optional, non-binding Notice of Intent. Proposals will still be considered even if an applicant does not submit a Notice of Intent. Likewise, an applicant is not obligated to submit a proposal just because they submitted a Notice of Intent.

If you intend to submit a proposal, please submit a Notice of Intent by 4 p.m. on Monday, Dec. 29, 2025.

Proposals must be received no later than 4 p.m. on Friday, Jan. 30, 2026. Late submissions will not be considered.

Applicants are encouraged to reach out with questions. The last day to submit questions is Friday, Jan. 23 by 4 p.m. Central Time. Answers will be posted Tuesdays through Jan. 27.

Eligibility

If we are already working with MDH as a current contractor or grantee, or on a MDH Advisory Board, are we eligible to apply for funding? 

Yes, eligible organizations and Tribal Nations currently receiving other grant funds from the department may apply for this funding opportunity. These grant funds may not be used to duplicate existing efforts funded through MDH or other sources, meaning these grant funds must be used for new or different activities not otherwise being funded. Please refer to pages 6-7 of the RFP for the applicant eligibility criteria.

On the site it seemed to say only non-profits would be eligible. Can you clarify?

Non-profit organizations are eligible to apply. For-profit entities are not eligible for the funding, and no grants will be awarded to individuals or informal groups of individuals. Please refer to pages 6-7 of the RFP for the applicant eligibility criteria.

Will MDH consider leadership experience and demonstrated community partnerships as indicators of capacity even if the organization itself has a shorter operating history? If yes, are there any additional documents or narrative details MDH recommends we include to demonstrate organizational capacity?

The application questions ask applicants to describe your organizational capacity. Please refer to Attachment E for the application questions.

Funding

Is the anticipated grant amount of $65,000-$97,500 for the entire 2-year grant period or is this amount available annually for the 2 years of the program? 

These are estimated annual funding amounts. Please refer to page 6 of the RFP for funding information.

Are grant funds disbursed upfront or on a reimbursement basis? And are there any cash-flow requirements grantees should plan for in the first quarter of the grant?

Grant funds are disbursed on a reimbursement basis. Please see page 13 of the RFP. For more information see Grants Management Policies, Statutes and Forms.

Will MDH provide a required system or template for outreach and referral data tracking, or should grantees develop their own tracking logs?

MDH will provide templates for tracking outreach and referral data.

Scope of work and budget

Are educational and promotional materials (Somali-language Quit Partner™ materials) provided by MDH/Quit Partner™, or should grantees budget for printing and translation costs?

Quit Partner™ materials that are currently available free of charge can be found at Toolkit Materials | Quit Partner™. MDH will provide grantees with printed copies of existing materials upon request.

If you believe additional materials are needed for your community, you should include these items in your proposal and budget. MDH communications staff can provide support on the branding and content of new materials to ensure the information about Quit Partner is accurate and the materials meet Quit Partner branding guidelines. Please refer to page 13 of the RFP for information about Quit Partner brand guidelines.

Technical assistance

Will there be direct training for outreach ambassadors on program details and referral processes? If so, is there a timeline for training completion prior to outreach activities?

MDH will provide onboarding and initial training to grantees on Quit Partner services and referral processes within the first quarter of the grant period. Please refer to pages 4 and 13 of the RFP for information about training and technical assistance.
