Comprehensive Drug Overdose Response: Child and Family Health
Established in 2023, the Comprehensive Drug Overdose and Morbidity Prevention Act (Minnesota Statues 144.0528) created comprehensive drug overdose and morbidity prevention activities, epidemiologic investigations and surveillance, and evaluation, to monitor, address, and prevent drug overdoses statewide through integrated strategies conducted by Minnesota Department of Health (MDH). With the goal to address the drug overdose epidemic by implementing eight comprehensive strategies for substance use disorder education and intervention. Two of these strategies specifically address drug overdose and morbidity in those who are pregnant or have just given birth and their infants.
Request for proposals
The Minnesota Department of Health’s Child and Family Health Division is seeking proposals from qualified organizations to identify, address, and respond to drug overdose and morbidity in those who are pregnant or have just given birth and their infants through multitiered approaches.
Timeline
- Feb. 20: Request for Proposals (RFP) released.
- Feb. 29: Letter of Intent due. Letter of intent is optional and will be accepted after the due date.
- March 20: Last day to submit RFP questions.
- March 25: Proposals due (until 11:59 p.m. CT).
- May 15: Grants begin.

The question and answer period opens Feb. 22, 2024. The FAQ responses will be posted every Friday after being received and updated throughout the proposal period.
RFP technical assistance calls
Technical assistance calls were held via WebEx on the following dates:

Submitting proposal and letters of intent
Applications must be submitted electronically by 11:59 p.m. (CST) on March 25 to the grant interface portal, Foundant. Applicants will receive verification of submitted proposal from MDH no later than 3 business days after submitting. Please contact health.mch@state.mn.us if you do not receive an email.
Late applications will not be accepted. It is the applicant’s sole responsibility to allow sufficient time to address all potential delays caused by mail, delivery, computer or technology problems.
MDH requires application submissions to be made through the grant interface portal, Foundant.
- New users: Please click on “Create New Account” to complete the registration process and create your logon credentials.
- Existing users: Please enter your credentials and log in. If you forgot your password, use the “Forgot your Password?” link to the left on the logon screen to reset your password.
