Join Health Care Homes for Learning Days!
Are you registered for Learning Days 2023? Are you interested in Health, Redesigning Care? If so, then you need to attend! This year will be live and in person on May 18, 2023, from 8:30 a.m. – 4:00 p.m. at River’s Edge Convention Center in St. Cloud, MN. The event will feature two keynotes and nine breakout sessions. This also includes a special networking workshop led by Health Care Homes Practice Improvement and Integration Specialists. ONC Seeks Input New Rule for 21st Century Cures Act
The Office of the National Coordinator for Health Information Technology (ONC) is seeking comments on a proposed rule to further implement the 21st Century Cures Act. The new rule also seeks to enhance the ONC Health IT Certification Program to advance interoperability, improve transparency, and support the access, exchange, and use of electronic health information. The proposal also:
- Modifies exceptions to health information blocking rules,
- Makes implementation of the Electronic Health Record (EHR) Reporting Program a condition of certification for health IT,
- Adopts version 3 of the US Core Data for Interoperability within the certification program,
- Revises Certification Program criteria for clinical decision support, patient demographics and observations, electronic case reporting, and application programming interfaces,
- Updates standards and implementation specifications to advance interoperability, support enhanced health IT functionality, and reduce burden and costs.
Additional provisions are recommended in the proposal. The rules would define algorithm-based, predictive decision support interventions and would require EHRs to enable clinicians to review information about source attributes, including health equity.
The proposed rule will be published in the Federal Register on April 18, 2023. Public comments are due by June 20, 2023. The ONC will be hosting an overview session on April 27, 2023. Information is available at healthit.gov/proposedrule.
ONC Shares Three FAQs on Information Blocking
The Office of the National Coordinator for Health Information Technology (ONC) posted three FAQs that highlight how information blocking regulations work in tandem with HIPAA Privacy Rule and other current privacy laws.
- If an individual requests that their EHI not be disclosed, is it information blocking if an actor does not disclose the EHI based on the individual’s request? | HealthIT.gov
- Would it be information blocking if an actor does not fulfill a request to access, exchange, or use EHI in order to comply with federal privacy laws that require certain conditions to have been met prior to disclosure? | HealthIT.gov
- If an actor, such as a health care provider, operates in more than one state, is it consistent with the information blocking regulations for the health care provider to implement practices to uniformly follow the state law that is the most privacy protect | HealthIT.gov

Artificial Intelligence Potential to Ease Physician Burnout
Artificial Intelligence (AI) is gaining attention within healthcare for potential uses. Current uses being explored diagnosing specific diseases, improving communication between caregivers and patients, and to alleviate physician burnout, to name a few. A recent study published in Mayo Clinic Proceedings shares that 3 in 5 physicians reported burnout in 2021. Burnout due to tasks involving electronic health record (EHR) documentation, charting, and patient notes. AI tools are currently being tested to help reduce these tasks for physicians. Thus, allowing more time for them to interact with their patients. Implementation of AI would still require physician oversight to ensure accuracy, ethics and any other issues that may arise.
