Home Care Licensure 

The Home Care Licensure within the Health Regulation Division of the Minnesota Department of Health oversees and regulates licensed home care agencies in Minnesota. These activities include:

  • Licensure and registration
  • On-site surveys and enforcement
  • Communication with providers and the public on the issues of state home care laws and regulation

Our mission is to protect maintain and improve the health of Minnesotans who receive state home care and home care management.  

Licensing and Registration

In 2013, the Minnesota Legislature passed new laws, which strengthened MDH’s ability to regulate state home care providers to better protect Minnesotans who use state home care services. State home care providers must hold either a comprehensive home care license or a basic home care license. The license a provider holds is based on the types of services they provide. Home Care also registers providers that offer only housekeeping, meal preparation and shopping services to clients who, because of a disability, illness or physical condition, have a need for these home management services. Home Management Registration

Home care provider licensees who also provide basic support services under home and community-based services (HCBS)  have the option to apply for an integrated license designation. More information and the application can be found at this link:
