Swab team services grant
The Minnesota Department of Health Lead and Healthy Homes Program (LHHP) is announcing the availability of swab team services grants for the 2024–25 biennium. This grant program is authorized under Minnesota Statutes 144.9512. "Swab team services" are defined as activities that provide protection from lead hazards primarily through the use of interim controls.
This grant includes three areas of work:
- Education and outreach
- Blood lead testing
- Swab team work
The total amount of grant funding for the entire grant period (Aug. 1, 2023 - June 30, 2025) is up to $958,000, or $479,000 per year. The grant funds are dependent on the availability of state lead funds approved by the legislature to MDH. Any awarding of final grant agreements as a result of this request for proposal (RFP) process is subject to final approval by the commissioner of health.
All applications must be received by MDH no later than 4 p.m. Central Time, on July 14, 2023.

1. Is there a procedure manual that I can review for the program on what would be required in each instance, such as, what the swab team would do education and outreach and blood lead testing, and who it is submitted to?
No, we do not have a procedure manual; however, MN Statutes 144.9512 should give you additional information on what each of the three categories requires. In regard to what documentation is required in each instance and to whom it is submitted, if your agency is chosen and awarded swab team grant money, you would work with a grant manager, to whom you would submit documentation. The grant manager can also assist you with specific details on what your (quarterly) reports should include. The (quarterly) report will be based on what swab team services you state you will do in the application. Examples: number of children and/or pregnant people tested for lead, number of educational events performed, number in attendance at your educational event, number of Swab team services that passed clearance, etc.
